K-State to Play UTSA in Football
Kansas State athletics director John Currie announced Wednesday that the Wildcats have agreed to a contract with Texas-San Antonio for three football games, two of which will be played in Manhattan, for the 2014, 2015 and 2018 football seasons.
The games will be played Saturday, Sept. 27, 2014, at Bill Snyder Family Stadium; Saturday, Sept. 12, 2015, at the Alamodome in San Antonio; and Saturday, Sept. 15, 2018, again in Manhattan.

UTSA is coached by Larry Coker. Within 10 years, I’ll bet you anything that’s one of the better programs in Texas.
Fairly easy opponent, counts toward bowl eligibility, 2-for-1 with the return trip being to the freakin’ Alamodome?

I don't know the specifics
but it seems like they have to meet solid athletic funding requirements as well as have more than just football to move up. I briefly tried to look it up, but I didn’t come up with anything solid.
